THE MLP-MC-4 METHOD

   Regression and classification with multilayer perceptron networks 
       trained by Bayesian methods using Markov chain Monte Carlo
              without Automatic Relevance Determination (ARD)
                   without direct linear connections

This method is the same as mlp-mc-2, except that direct linear
connections from inputs to outputs are omitted, and Automatic
Relevance Determination is not used.  It can also be compared to
mlp-mc-3, which omits the direct connections, but does do Automatic
Relevance Determination.
