Slow internet connectivity

It appears that the University as a whole is experiencing slow internet
connectivity, although this has not yet been reported on the Network
Operation Centre's main site:

 http://www.noc.utoronto.ca/net-ops/events.shtml

We are continuing to monitor the situation.
