In order to improve the financial position of Ruritania, an astute
but parsimonious treasurer was installed, and given a wide pecuniary
powers. He tried to get the little country on its feet by slashing
all waster from its budget, dismantling King Andre's sumptuous
palaces, firing all incompetents. In addition, Prince Schubert was
able to get the United States to underwrite a substantial loan which
enabled him to start a program of public works. Even though, Ruritania
still was in desperate trouble.
